    Qatar

    Bahrain
50% on aerated drinks and 100% on energy drinks; parliament is debating a per-litre model (reported rates BD 0.079 and BD 0.109 a litre)
    Kuwait
No sugar tax; energy drinks only for over-18s since 24 December 2025
    The framework
An amendment to the GCC Unified Excise Tax Agreement lets each country tax per litre by sugar instead of 50% of the price
When the tax on a product fell

    Pass the saving on

Cut the price to win volume. Works when your shoppers react strongly to price.

When shoppers barely react to price

    Keep the margin

Hold the price and keep the difference. Works for products whose sales hold up.

When a small cut gets under a band

    Cut sugar

Reformulate below 5g to pay nothing, or below 8g for the lower rate.

Which Gulf countries have a sugar tax?

Saudi Arabia, the UAE, Qatar, Oman and Bahrain tax sweetened drinks. Kuwait does not.

Is the sugar tax the same in Saudi Arabia and the UAE?

The bands are the same: 0.79 and 1.09 a litre, in riyals in Saudi Arabia and in dirhams in the UAE, both since 1 January 2026. Some details differ; in the UAE, for example, each product needs an accredited lab report.

What is the sugar tax in Oman?

50% of the retail price of sweetened drinks, and 100% for energy drinks. 100% juices and drinks with 75% or more milk are exempt. Oman had not adopted the per-litre sugar bands when we checked.

What is the sugar tax in Bahrain?

50% on aerated drinks and 100% on energy drinks. Parliament is debating a move to tax per litre by sugar content.

How much does a sugar tax review cost?

A review of up to 10 products has a fixed price from £7,500 (about $10,000) and takes about three weeks. For 11 to 50 products, a full pricing review with the sugar tax built in costs around £17,500 (about $23,000). It starts with a free 15-minute call.
