Finland sugar tax 2026: what it costs each drink, and what to do
Since 1 April 2026, soft drinks pay 20 to 59 cents a litre in six bands by sugar, instead of a flat 32 cents. We work out what it costs every product and the most profitable response: pass it on, absorb it or cut sugar.
At the rates in force since 1 April 2026, against the two rates before: 13 cents a litre for sugar-free drinks and 32 cents for the rest.

Finland soft drink tax: the detail
Open only what you need.
- Since
- 1 April 2026: six bands by sugar content replaced the two rates in force since 2020
- Rates
- 20 cents a litre at 0.5g of sugar per 100ml or less; 27 cents over 0.5g to 2.5g; 35 cents over 2.5g to 5g; 43 cents over 5g to 8g; 51 cents over 8g to 11g; 59 cents over 11g
- Before
- 13 cents a litre for sugar-free drinks and 32 cents for the rest
- In scope
- Soft drinks, juices, smoothies, bottled waters and energy drinks, and drinks made from concentrates and powders, taxed on the litres they make
- Exempt
- Small independent producers (they must still register), and unflavoured plant drinks with at least 119mg of calcium and no more than 4.8g of sugar per 100ml
- Made on site
- Drinks made and sold on the same premises pay the lowest rate, 20 cents a litre, whatever their sugar
Pass it on
Raise the price by the tax or more. Works for products whose sales hold up when the price rises.
Absorb it
Keep the price and take the cost. Works when a rise would push a product past a key price point and lose more profit than the tax.
Cut sugar
Each band adds 7 or 8 cents a litre. Cutting sugar to just inside a lower band saves that on every litre.
Does Finland have a sugar tax?
Yes. Since 1 April 2026, Finland's soft drinks tax is charged by sugar content, in six bands from 20 to 59 cents a litre.
How much is the soft drink tax in Finland?
20 cents a litre for drinks with 0.5g of sugar per 100ml or less, rising in steps to 59 cents a litre above 11g. A 330ml can of cola with 10.6g of sugar pays about 17 cents.
What changed in the Finland soft drink tax reform?
Until 31 March 2026 there were two rates: 13 cents a litre for sugar-free drinks and 32 cents for the rest. Since 1 April 2026 there are six bands by sugar, so sugary drinks pay more and drinks with a little sugar can pay less.
Are sugar-free drinks taxed in Finland?
Yes, at the lowest rate: 20 cents a litre since 1 April 2026, up from 13 cents.
How much does a sugar tax review cost?
A review of up to 10 products has a fixed price from £7,500 (about €9,000) and takes about three weeks. For 11 to 50 products, a full pricing review with the sugar tax built in costs around £17,500 (about €21,000). It starts with a free 15-minute call.
Do you work with brands in Finland?
Yes. We're based in the UK and work remotely and in English, under NDA. Prices are fixed in pounds sterling before we start, and the first step is a free 15-minute call.
