Vietnam sugar tax 2027: what 8% costs each drink, and what to do
From 1 January 2027, soft drinks with more than 5g of sugar per 100ml pay special consumption tax at 8% of the price, and 10% from 2028. We work out the cost for every product and whether to pass it on, absorb it or cut sugar.
The tax is a share of the producer's or importer's selling price. Sugar is measured under Vietnamese national standards.

Vietnam sugar tax: the detail
Open only what you need.
- Law
- The Special Consumption Tax Law, revised in June 2025 (Law 66/2025/QH15)
- Starts
- 1 January 2027 for sugary drinks; the rest of the law applies from 2026
- Rate
- 8% in 2027, 10% from 2028
- Threshold
- More than 5g of sugar per 100ml, measured under Vietnamese national standards
- Charged
- As a share of the price, not per litre, so dearer drinks pay more
- Exempt
- Milk and dairy products, nutritional liquids, natural mineral water and bottled drinking water, and 100% fruit and vegetable juices
Pass it on
Raise the price by the tax or more. Works for products whose sales hold up when the price rises.
Absorb it
Keep the price and take the cost. Works when a rise would push a product past a key price point and lose more profit than the tax.
Cut sugar
At 5g or less per 100ml a drink pays nothing. Works when the tax saved beats the recipe cost.
Does Vietnam have a sugar tax?

Which drinks are exempt from Vietnam's sugar tax?
Milk and dairy products, nutritional liquids, natural mineral water and bottled drinking water, and 100% fruit and vegetable juices.
